I just read about situations that sounds eerily similar to yours on Snopes! Below is the link with details of others who have been scammed by Nigerian fraud:

Scary quotes from this link also:
"Nigeria is recognized as one of the most corrupt in the world, became famous as a hotbed of international flight, chicanery, and fraud ."...
"... And it has been estimated that seventy percent of goods entering Nigeria are smuggled in."
"... Seven out of ten citizens of Nigeria each earn less than $ 1 a day."
"... The chicane has become a way of life ..."
"... The theft has become so ingrained in the Nigerian culture that those who commit to do so without fear of punishment ... "
Yes, this is a scam
Mainly because you can not keep up this port PayPal allows. Do not ship until then!
The usual scam is a letter saying they work for a bank and there is a large inactive account (usually because someone has died) and they want to use your bank account to move the $ $ $ $ and from the $ $ $ with you if you pay certain fees. Or you deposit a check, they send you and then you send the half by bank (the check bounced about 10 days later and you are $ $ $ $ you sent them).
